Actually, no. The book clearly portrays the USSR as still in existence. The only difference is that Yakutia is apparently as an Soviet Socialist Republic of its own. Though that doesn't mean it wasn't a part of the nation of the USSR. It may simply be autonomous.

Apart from some very obscure references (eg in table listings), the novel makes no explicit reference to the break up of the Soviet Union.
However, David *did* predict the break up of the Soviet Union in this 1989 paper. As this is the same time as the publication of 'Earth', it was certainly part of his background material and so can be accepted as a valid predictive hit.
